The winning option of https://www.debian.org/vote/2006/vote_001 says:
... works that don't include any Invariant Sections, Cover Texts,

However, autoconf.texi in autoconf2.64 does have Cover Texts:
with the Front-Cover texts
being ``A @acronym{GNU} Manual,'' and with the Back-Cover Texts as in
(a) below. A copy of the license is included in the section entitled
``@acronym{GNU} Free Documentation License.''
(a) The FSF's Back-Cover Text is: ``You have the freedom to copy and
modify this @acronym{GNU} manual. Buying copies from the @acronym{FSF}
supports it in developing @acronym{GNU} and promoting software
freedom.''
Since autoconf2.64 is only in the archive for the benefit of gcc
and a couple of others (kyototycoon, gnat-4.9), maybe the best approach
would be a +dfsg1 tarball that deletes the documentation?
The latest documentation (in src:autoconf) doesn't have these cover texts.
