regarding /usr/bin/gcc: at runtime, TLS does not work, but at compile time,       __thread does not give an error

This means that you claim that the problem has been dealt with.
If this is not the case it is now your responsibility to reopen the
Bug report if necessary, and/or fix the problem forthwith.

In the configure.in for the program I am working on, the reaction of
the compiler to the __thread keyword is used to determine the
availability of TLS. However, the compiler does not complain but the
variables marked with __thread are not local to the thread.

You filled the bug http://bugs.debian.org/309193 in Debian BTS
against the package gcc-3.3. I'm closing it as fixed in *unstable*,
but it will remain open for older distributions.
