Yes, the system headers are the big problem.

I have had moderate success in creating arbitrary cross-compilers using
newlib (the GNU C library mainly intended for embedded targets).  I suspect
that trying to use glibc instead of newlib will create many many problems
for any target platform other than x86-linux.
