It is, for i386 (and probably for m68k).

Yes. But probably the README should be extended to "The only reason it
exists is to have a compiler for the linux kernel 2.0.x and on i386
for the linux kernel 2.2.x", until there is some kind of
recommendation for gcc-2.95.3.
