The answer to bringing price down is always production numbers.
Allowing for the fact that none of us, probably, are millionaires?
This would suggest pre-selling.

I have some genuine contacts in Bahrain and Libya and, by extension,
also Syria and Yemen. Also contacts in the West that would be
interested. These later would be particularly valuable as some are
journalists. Crowd-sourcing of markets, through the open aspect with
all of us could probably generate enough numbers to initiate a process.
Requirements: central payment facility for, at least, a deposit
format to facilitate minimum buying cost of components; reliable
distribution network.
