The Tor directory authorities are centralized, but the effect
of compromising a DNS root server is probably worse than
compromising a Tor directory authority.
If all the Tor directory authorities are bad, however, you are
in the same situation as if all the DNS root servers are bad;
you would need to fork the infrastructure or stop using it
altogether.
