Uhm, ok. I see how this is confusing: What upstream calls a project is not the same as what we call a project. We have source packages "fonts-noto" and "fonts-noto-cjk", because upstream chose to develop those in separate git repositories with independent release cycles. Similarly, what upsteam calls "Noto Emoji" would in Debian context be a separate source package called "fonts-noto-emoji" because it is released independently from "Noto".
