performance problem on debian firewall/router



hello list,

i'm running a 486dx2@66 with 16mb of ram as a small dsl router
using debian testing (more or less minimal install) and kernel
2.6.8.1, natting with netfilter/iptables.

since i originally built the system on a pentium 233, i know
xfer up to 120kbytes/sec are possible, after replacing the
overspec box with the above mentioned 486 i'm getting about 
50kb max, however. 

i'm seeing sad numbers like these at 20kby/s:
cpu: 22%us, 10%sy, 0%ni, 62%id, 0%wa, 1%hi, 4%si
mem: 13668k total, 13360k used, 308k free, 420k buffers
swap: 31240k total, 2128k used, 29112k free, 5912k cached
load increases to 2+ while idle time is 40%+ at the same time.

nics are one etherlinkiii and one smc-ultra

where do i find information about tuning the system towards a
bit more performance? i suspected the little amount of memory
to be the major issue but vmstat shows about 1.5 meg free.
could it be the nics?
