Just in case you have not looked yet...  The latest HOWTO titled
IPCHAINS is quite good with respect to how the rules work (presuming
that you are using a 2.2.x kernel -- >2.1.125?).  While the IPCHAINS
HOWTO is not specific to ipmasq it really does do an excellent job of
explaining how the rule function and relate to each other.
