Intent to package FCT (firewallct)

I intent to package FCT (firewall configuration tool).

This is a web-based setup system to generate configuration files for a
Linux-based firewadll. Included is the setup for network and  kernel-ip
filters. Details are on the upstream authors web page:

I am in contact with the upstream author Jens Helmerichs-Friedrich, he
knows about my intention to debianize the tool.
