I am not really sure I have completely understand your request.
Usually, Debian only sponsors events which are strictly-related to its
development. For other kind of events, Debian is represented by its
contributors, who decide by themselves if they want to participate or
not (noting is imposed in the Debian world).
I Cc:ed this email to Gunnar Wolf (a very active Debian Developer living
in Mexico) and Fernando C. Estrada (a member of the Debian Publicity
Team). They are probably the best persons with whom you could talk
about the Debian presence at FLISOL.
