Bug#1106182: dh-elpa: Generate Debian specific instructions for addons

Following the discussion on the Emacsen mailing list[1], I'm filing this
bug as a tracker.  The goal is to generate a (tentatively named)
README.Debian.Emacsen file that contains Debian specific instructions
for Emacs addon installation/removal/bug reporting, so that a maintainer
does not have to patch an upstream README to add such information.  (The
file name is chosen to avoid potential conflicts with an existing
README.Debian file, but I'm accepting proposals for better names.)
