Thanks Richard that does seem like progress.
I chrooted into to "bullseye" after the upgrade failure, and narrowed
the failing command down to
$ emacs --quick --batch -l package --eval "(setq package-user-dir \"/nonexistent\")" --eval "(add-to-list 'package-directory-list \"/usr/share/emacs/site-lisp/elpa-src\")" -f package-initialize -f batch-byte-compile *.el
I'm not sure why that command should be be failing, certainly I can
chmod the file manually (as root).
