Installing elpa-org package to current Debian testing (bookworm) results in older Org version than Org shipped with Emacs. I consider it as a really bad surprise for people who will upgrade from bullseye when bookworm becomes stable.

It would be preferable to provide Org-9.6 version by the elpa-org Debian package, but it is too late for frozen testing.

I suggest to ship *empty* elpa-org package instead expecting that it should provide better experience during upgrade from bullseye to bookworm and later if real elpa-org will be provided.

An alternative is changing emacs-el metadata to replace elpa-org < 9.5.5. and to provide elpa-org. However it is undesirable from the standpoint of further upgrades to up to date elpa-org.

I beg you pardon if I overestimated severity of the issue.

Please, provide a stub as elpa-org instead of outdated Org mode version.
