Thank you for the report and your investigation, it is appreciated, and
you're right: ideally we ought to have caught this.  The good news it's
fixed in 9.3+dfsg-2 (installed to the archive for sid, and these
packages can be safely installed onto testing), with a NEWS entry for
migrating your config.  Please note that org-drill was split out into a
separate project upstream and has not made it through NEW, nor been
packaged yet.

I will force merge this bug with #948027 momentarily, which will close
this bug.
