When loading a .php-file, php-mode fails to load with the following error on emacs-snapshot:

File mode specification error: (error "Font-lock trying to use keywords before setting them up")

If I try again I get the following error:

font-lock-compile-keywords: Font-lock trying to use keywords before setting them up

If I (subsequently) load /usr/share/emacs/site-lisp/php-elisp/php-mode.el
into a buffer and run eval-buffer on it, it works for some reason.

This bug has been inactive since 2006.  A request for more info was
filed 5 Feb 2019 and now reply was received.  I could not reproduce
this bug and believe that it was fixed long ago.  Closing now.
