Bug#909307: dh-elpa: preserve relative paths of files listed in debian/elpa

Currently dh_elpa drops the path component of any fileglobs listed in
debian/elpa when constructing a destination path inside
.../elpa-src/pkg/ This breaks packages which use relative paths to
find (typically non-elisp) files. This should either be documented as
a limitation or fixed.
