Bug#908508: No org-loaddefs.el file could be found from where org.el is loaded

After upgrading from 9.1.14+dfsg-1 to 9.1.14+dfsg-2, org-mode stopped loading
correctly. Attempting to open a file with the .org extension produced the
error:
WARNING: No org-loaddefs.el file could be found from where org.el is loaded.
You need to run "make" or "make autoloads" from Org lisp directory
File mode specification error: (void-function org-element-update-syntax)
Downgrading to 9.1.14+dfsg-1 fixed the problem.
