Thank you for reporting this bug.  When recent version (up to version
40.0) of emacs-goodies-el were uploaded it was not yet known that they
implicitly depended on emacsen-common 3.0.2.  This is fixed in goodies
40.1.

If you'd like to hasten the migration of emacsen-common and the fixed
version of emacs-goodies-el to testing, would you please try this:

# apt install -t unstable emacsen-common

Please note that this will probably also pull in the new unversioned
emacs and it's possible that packages that have not yet transitioned
to using dh-elpa will break.  Reports of any such bugs would be
appreciated :-)
