Bug#906586: dh-make-elpa: search more places for elisp

It seems to be a somewhat common pattern that the relevant elisp is
contained in a subdirectory and dh-make-elpa can't find it. It would
be nice if either dh-make-elpa looked recursively (since dh-elpa
doesn't really care as long as it has the paths) or the user could
specify extra locations to look.
