Yes, of course... In your opinion, should emacs-goodies-el use hard depends at this time? Also, as a matter of policy, must dummy transitional packages use hard depends? Thus far I have taken the "maximal user liberty" stance of using recommends, because, for example, eproject now depends on helm, and users who dislike helm strongly dislike it and may strongly object to having it as a required dependency of emacs-goodies-el.
