Thank you for not overriding the default apt behaviour of allowing upgrades to install additional recommended packages. The Debian Emacsen team is in the process of transitioning emacs-goodies-el to a dummy transitional package that depends on a set of elpa-packages, which are more resistant to the type of issue [1] represents.
