Bug#905364: elpa-debian-el: auto-mode-alist is not automatically updated anymore

After upgrading from debian-el from 36.4, I found that a freshly started
Emacs would open Debian packages in archive-mode rather than
deb-view-mode until I manually loaded the debian-el library.
In debian-el 36.4 and earlier, /etc/emacs/site-start.d/51debian-el.el
did (require 'debian-el), but that file is now gone.
