Sorry it took so long to receive a reply to your bug.  The Debian
Emacsen Team recently adopted emacs-goodies-el and converted csv-mode
to use dh-elpa.  If possible, would you please confirm if this issue
is still present in elpa-csv-mode?  Its in sid, but this arch:all
package should also work when installed on stretch.
