Bug#386417: folding.el corrupts files when using utf8

Sorry for the delay following up on this bug.  The Debian Emacsen team
has only recently adopted emacs-goodies-el.  At the moment we're
planning to package folding-mode from: https://github.com/jaalto/project-emacs--folding-mode

Jeremy, if possible, would you please confirm if this issue is present
in folding mode from Jari Aalto's github project?  If so, then we
ought to open an issue there.
