Thank you for the quick follow-up!  Ok, keeping this bug open.  Please
share what Debian release this bug now applies to, and what version of
emacs.  If you'd like to test the new package, purge emacs-goodies-el
(all released versions contain a patch in a custom "convenience"
customisation group for csv-mode) and remove the csv-mode-1.7 that is
currently installed, then install the following package:

After purging emacs-goodies-el, which purges goodies' group
customisation in emacs-goodies-custom.el, and installing the new
elpa-csv-mode, the following occurs on my stretch system with
emacs-25.1.1:

start emacs
M-x csv-mode
M-x customize-mode
M-x CSV <tab>       ;; no candidates for completion
M-x csv <tab>       ;; csv-field-index-mode [Sole completion]

If I understand correctly, this bug exists because the "*Customize
Group: Csv*" aka the "Csv group:" that is discoverable by going into
customization, searching for csv, and finally selecting "CsvMajor mode
for editing files of comma-separated value type" ought to be reachable
via M-x customize-mode, M-x csv <tab>?

Pending confirmation, I plan to forward this bug upstream, but if
you'd rather have it fixed right now please consider submitting a
patch against csv-mode/1.7; I'll apply it without delay and forward
your patch upstream instead :-)
