Bug#825487: piuparts: should use `apt install ./foo.deb` rather than `dpkg -i ./foo.deb && apt-get install -yf`

Dear maintainer,

piuparts is currently failing for a number of packages that use dh_elpa.
Piuparts runs

    dpkg -i ./elpa-foo.deb
    apt-get -yf install

but in some cases, apt-get's resolution is to remove elpa-foo rather
than install its dependencies.  The apt maintainers have explained in
#825467 that piuparts should be using

    apt install ./elpa-foo.deb

instead of the commands above.
