`utf-translate-cjk-mode' is (supposed to be) on by default in recent CVS
versions; it's the subsequent loading (when necessary) of the big tables it
uses that gets done "on demand automatically".

In other words, if you're using a recent version, you shouldn't have to do
anything at all, it should just work.
