incompatibility of *.elc between xemacs21-mule and xemacs21-nomule

I found a bug of mew package that mew doesn't work on
xemacs21-nomule.  (Bug#150432)

The cause of this problem is that, *.elc file that is compiled
with xemacs21-mule is not compatible with xemacs21-nomule.

In the bug report, I suggested using *.el with xemacs21-nomule,
but it's not so smart.

I wish the xemacs21-nomule flavor were defined.
