w3-el, w3-el-e21, w3-url uploaded

New w3 for Emacs packages have just been uploaded to incoming.
They even appear to work.  Your feedback and bug reports
appreciated.

To get w3 for Emacs 20, you need to install w3-el-e20.  To get w3
for Emacs 21, you need to install w3-el-e21 and w3-url-e21.  All
of the other packages are optional.

My final decision was to keep the old w3 with emacs20, using the
new w3 from CVS with emacs21 only.  Most people will probably
want to upgrade to Emacs 21 anyhow, so I don't see it as a big
deal.

If you do not have access to incoming, then you can fetch them
from my download site:
