Prophetic words!  In the "menu" environment the widget set used is as
above. So..........

 LD_PRELOAD=/usr/X11R6/lib/Xaw3d/libXaw.so.6 emacs21

It works!!!   I can C-x 1 all over the place. 

Is there a known problem with emacs21 and neXtaw ?
