Now that I understand what you're talking about, I tentatively agree.
Whil in theory I think that background compilation is a good idea, I'm
a little worried about how it would work in practice.  Getting all
that locking right, and worrying about stale locks, etc, while also
considering what happens in case of aborted or multiple dpkg runs just
seems like it'd be hard to get right.

I'll think more about it after I get 20.4 out.
