wondering whether it needs to go through binary NEW for new binary
packages for trixie I checked d/control and found out that this is
not the case.

then I checked for more cases like this:
$ rgrep -l -i bullseye *|grep -v documentation/debian-edu
debian/changelog
debian/control
debian/README
documentation/scripts/get_manual

and after reviewing those files I can say that d/control that
only that file needed those changes and that I have gone ahead
and did those changes. :)

and personally I generally go with "upload early, upload often"
because why not? (unless there are reasons why not. usually it
just finds bugs earlier. and the diff is smaller. and as I upload
often, I have streamlined that process... :)
