Yes. As one can install Debian on Chromebooks, Debian Edu can be deployed, as well.

There are well-proven educational concepts for running FLOSS at schools, such as Debian Edu. I recommend contacting schools that have successfully deployed their IT infrastructure based on Open Source products. If needed, I can get municipality decision makers in touch with people in Germany who are working on this and already have successful concepts.
what about operation? in denmark you have 'state it' which operates cloud solutions. is that something you can recommend, or should the municipalities or others do it?
Normally, municipalities don't have the expertise to run professional school solutions based on Open Source. Some might have, but I'd assume that most don't. Using a Danish cloud provider that provides sufficient data protection along the GDPR regulations can be a good idea, but they might lack Open Source expertise and thus fail to guide consumers regarding the integration of e.g. Debian Edu driven notebooks into their cloud solution.
