This might be caused by a misconfiguration. The related file 
/etc/icinga/apache2.conf contains a stanza "Require all granted"; it is 
a copy of /usr/share/icinga/apache2.conf, belonging to the icinga 
package. Try to access https://www/icinga after having commented this
line in /etc/icinga/apache2.conf and restarted Apache.

I don't have a proper test environment at this time; please consider to 
file a bug report against the icinga package if you can get the 
authentication back.
