reassign 919982 debian-cd

Hi,
AFAICS #919982 was introduced when trying to fix #769589, and then
#919982 has effectivly been closed by
https://salsa.debian.org/images-team/debian-cd/commit/dc48123273092fa011b09a5d1204b055ce40d2a4
though it's not been closed in the BTS yet. (Maybe it should?)
I've prepared a branch,

the suggested fix by Wolfgang. For easier review/merge/cherry-picking
I split it into 3 commits: 1. the previously reverted commit. 2. the fixup
3. the changelog entry.
