Since d-e-c 2.10.44 the stock squid.conf is no longer tweaked; instead 
the Debian Edu custom settings file is dropped into /etc/squid/conf.d 
(as debian-edu.conf). The settings would go into this file.

See above: only addons are used, so it would be an additional allowed 
customization.

afaict an additional cache would be used, also a lot of configuration 
work would be needed; squid-deb-proxy won't work out of the box…

I can confirm that it works w/ the debian-edu.conf file modified like 
proposed.
