My understanding is that even English voices are not packaged.

I agree with you that this is not an optimal situation. I'm not sure this is a
design choice, maybe just the lack of time for packaging the voices.

I invite you to discuss this with the gcompris-qt maintainer (Simon Quigley, in
Cc), maybe by opening a bug.
