On stock workstations (new installations, both Stretch and Buster),
'systemctl status NetworkManager-wait-online.service' tells me that the
service is enabled…

we install with desktop=mate. Also on those? My experience with various stretch workstations is different. We will double check tomorrow / Tuesday.
