Bug#801741: shutdown hosts in the afternoon, but prevent morning start-up of hosts

I have just provided a patch for d-e-c [1,2] that allows to control startup behavious and shutdown behaviour via separate NIS netgroups.

Shutting down may be desirable, whereas startups sometimes are not (e.g., in rarely frequented PC rooms).
