the steps to migrate from squid to squid3 contained in the d-e jessie 
manual Upgrades chapter might go into a script called during the 
cfengine fifths pass run. In addition it would be needed to check in the 
script if squid3 is running to keep cfengine's actions idempotent. 
Unsure if this could be the way to go as I dont know enough about 
cfengin's passes (and to actually code it).
