Bug#762981: The first user should be a member of the lpadmin group

Hi,

In order to be able to actually administrate the printers (CUPS), the
first user has to be added to the lpadmin group. It would be nice if
that was done by default (on tjener, where CUPS is installed).

One alternative would be to use the root account, but typing the root
password on a web interface seems so wrong…

Another alternative would be to document that one has to had themselves
to the lpadmin group to administrate the printers, or to log in as root,
but that’s less straightforward and defeats, IMHO, the least surprise
principle.
