Bug#719328: Debian Edu DVD/USB Image does not install without network

The Debian Edu installer fails installation of a main-server profile  
if there is not network available.

The reason for the failure is that the command-not-found package  
depends on apt-file.

However, apt-file is listed under Avoid: in debian-edu/tasks/common.

I guess, apt-file should be removed from the Avoid: field.
