UCS is based on Debian, but it cannot be administrated in a Debian fashion way.
UCS breaks Debian policies in many places. Instead of using and improving debconf templates the UCS people have invented yet-another-registry that overrides package configuration all over the system (reminds me of SuSEConfig).
