Enabling the creation of a local user is probably done by adding:

  passwd passwd/make-user boolean true

to the following files:
debian-edu-install/preseed-values/defaults.main-server
debian-edu-install/preseed-values/defaults.thin-client-server
debian-edu-install/preseed-values/defaults.networked
