In certain situations it is desirable to skip running ltsp-make-client, e.g.:
1) One wants a pure thin client chroot
2) One already has a diskless chroot on another server, which can be rsynced

For these situations skipping ltsp-make-client cuts down the installation time
considerably.

The option doesn't need to be visible to regular users, as long as it's
documented.
