The fix for this was to add a new file
/etc/dbus-1/system.d/hal-debian-edu.conf. This file states:
<!-- Default policy for the exported interfaces; if PolicyKit is not used
for access control you will need to modify this -->
<!-- This will not work if consolekit is not enabled -->
These make me wonder if policykit is used. I know we use consolekit. Do the
rules need to be changed to work without policykit and with consolekit?
