I believe the source of these two quiet arguments are separate. One come from
the quiet argument passwd to the kernel when the installation CD boot. The
other come from preseeding debian-installer/add-kernel-opts to 'quiet splash'.
In Etch, both was needed because the quiet flag from the installation CD was
not passed on to the installed system. With Lenny, I suspect we can drop the
preseeding. I have not tested this, though.
