What I dont understand is why the education-thin-client package has usplash as a depends - can someone explain? task/common is the only place usplash is refered to in the debian-edu package.

There is no file tasks/thin-client and the dependencies of this package are directly mentioned in debian/control.stub.

That's the reason the debian-edu package doesnt migrate to squeeze and I would like it to ;-) (see http://packages.qa.debian.org/d/debian-edu.html)

Just fix debian/control.stub accordingly.

As I said previosely: It is not a good idea to keep debian/control in
SVN. It will be autogenerated via

   make -f debian/rules get-orig-source
or
   make dist

and there are chances that the existing autogenerated debian/control file disturbs make and you end up with an old control file.

Hope this helps

Maybe this helps further:

Debian Policy require debian/control to be static. But that relates to the _distribution of the source, not the _development_ process of it.

Subversion (and similar VCSes) are used in packaging _development_, whereas the tarball is for packaging source _distribution_.

(Re)generation of debian/control should probably be documented in debian/README.source - if that is not already the case now.
