In that case, the bug has to remain open until an upload fixes it with
a proper Closes statement. Otherwise, there's no way for CUPS
maintainers to keep track of when it is safe to drop the transitional
package. Please note that this is also the method that was pointed out
by RM team to eliminate transitional packages.
